On September 30 (local time), the opening ceremony of China Railway Group's South America Southern Region Headquarters was held in Buenos Aires, Argentina. Liang Enguang, General Manager of the regional headquarters, delivered a welcome speech. Hu Hongbin, Commercial Counselor of the Chinese Embassy in Argentina, extended congratulations via video. Xiao Lijun, President of Bank of China's Buenos Aires Branch, and Ignacio, General Manager of Argentina's SUPERCEMENTO, also attended the ceremony and delivered speeches.
Representatives from Chinese enterprises in Argentina such as CRRC, Power Construction Corporation of China, CSCEC America, China Gezhouba Group, COFCO International, and Huawei, as well as Secretary-General Zhou Shengyu of the Argentine-Chinese Chamber of Commerce and representatives from Argentine companies, were also present.
In his speech, Liang Enguang noted that the official opening of the regional headquarters office marked an important milestone in its development journey. The headquarters will seize opportunities, face challenges, and demonstrate new achievements in unifying regional forces and leading regional development. It will strengthen its fundamentals, innovate, cooperate openly, integrate China Railway Group's internal resources, and actively explore project cooperation opportunities with other Chinese enterprises, leveraging their respective advantages to jointly promote high-quality development in the regional market.
Xiao Lijun praised China Railway Group for its quick internal resource integration and external collaboration during the pandemic, showcasing its pioneering spirit and ambition. He expressed his commitment to maintaining the good cooperative relationship between the two companies, leveraging their global and comprehensive business advantages, and responding to the Belt and Road Initiative together.
Ignacio of SUPERCEMENTO recalled the cooperative history and deep friendship with China Railway Group, affirming its strength, responsibility, and professionalism. He looked forward to further deepening cooperation and jointly contributing to Argentina's infrastructure development.
Hu Hongbin congratulated the headquarters on its official opening and noted that 2021 marked a year of continuous in-depth development in China-Argentina relations, with high-quality cooperation and exchanges in multiple fields. The establishment of the regional headquarters was timely, and the embassy will continue to promote a good business environment, create a new service development pattern, and promote high-quality joint development of the Belt and Road Initiative. He encouraged Chinese enterprises to continue playing a pivotal role in the Argentine market.
In recent years, China Railway Group has been focusing on establishing a "domestic and international dual-circulation" development paradigm and vigorously implementing an overseas "dual excellence" development strategy. In 2020, it officially launched an overseas institutional reform and established 23 overseas regional headquarters worldwide. As one of the first pilot overseas regional headquarters, the South America Southern Region Headquarters in Buenos Aires covers eight countries, with national representative offices in each, among which the Argentine office serves as a demonstration point, co-constructed by China Railway First Group, China Railway Tenth Group, and China Railway International Group, and co-located with the regional headquarters.
